The T2 Minister of Religion Visa is the long-term sponsored route for religious leaders and missionaries in mainly pastoral roles. Work Permit Cloud advises faith organisations and applicants on eligibility, the difference from the Religious Worker Visa, and the pathway to ILR after five years.
Talk to an expertThe T2 Minister of Religion Visa is a long-term sponsored work route for religious leaders, missionaries, and members of religious orders who have been offered a role undertaking mainly pastoral duties within a bona fide faith organisation in the United Kingdom. It sits outside the standard Skilled Worker route but operates under the same T2 category designation in the Immigration Rules and shares a comparable points-based structure.
This is the route for those who will have a key, full-time leading role in their religious organisation's UK operations, including priests, imams, rabbis, pastors, missionaries, and members of religious orders in mainly pastoral roles. It provides a direct pathway to settlement in the UK after five years of continuous qualifying residence, making it one of the few long-term work routes available to religious workers.
There is a frequently confused distinction between these two routes. Applying under the wrong one can lead to refusal:
If your role involves a mix of pastoral and non-pastoral duties, it may still qualify for the T2 route provided the mainly pastoral element is genuinely dominant. Where the primary duties are non-pastoral, the Temporary Work route is appropriate.
To qualify for the T2 Minister of Religion Visa, you must:
There is no fixed general salary threshold for the T2 Minister of Religion route in the same way as the Skilled Worker route. However, the role must be salaried, and the pay must be at least equal to the amount paid to settled workers performing the same role at the sponsoring organisation. It must also comply with National Minimum Wage legislation. Where the role is unpaid, this falls outside the T2 route. The Religious Worker Visa may be appropriate for certain unpaid religious activities instead.
The Minister of Religion Visa is initially granted for up to three years and one month, or the period stated on the Certificate of Sponsorship plus 14 days, whichever is shorter. It can be extended from within the UK, provided you continue to meet the eligibility requirements and your sponsor provides a new or extended CoS confirming the ongoing need for the role. There is no overall maximum stay on this route, allowing continued extensions as long as eligibility is maintained.
As a Minister of Religion Visa holder, you may:
You may not work for a different employer without changing sponsor and obtaining a new CoS. You may not access public funds, and you cannot use this visa for a role that is mainly non-pastoral.
After five years of continuous lawful residence in the UK on the T2 Minister of Religion route (or a permitted combination of qualifying routes), you may apply for Indefinite Leave to Remain. ILR removes all immigration time limits and is a prerequisite for applying for British citizenship. Following one year of ILR, citizenship by naturalisation may be available subject to meeting all requirements.
UK faith organisations that wish to sponsor Ministers of Religion must hold a valid T2 Minister of Religion sponsor licence. The organisation must demonstrate it is a genuine, active faith body, appoint appropriate key personnel (Authorising Officer, Key Contact, Level 1 User), and meet the compliance obligations that apply to all sponsor licence holders — including Appendix D record-keeping, SMS reporting, and monitoring duties. See the GOV.UK guidance on sponsoring Ministers of Religion for the full requirements.
Work Permit Cloud supports both religious workers applying for the T2 route and faith organisations seeking to sponsor them. For applicants, we assess whether the role qualifies, review English language evidence, prepare the full application, and advise on the ILR pathway. For organisations, we assist with sponsor licence applications for the T2 category, advise on CoS assignment, and provide ongoing compliance guidance.
If you are unsure whether the T2 MoR route or the Temporary Work Religious Worker route is right for your situation, book an appointment or contact us and we will help you determine the correct route before you apply.

FAQ
The T2 Minister of Religion Visa is a sponsored long-term work route for religious leaders, missionaries, and members of religious orders undertaking mainly pastoral work for an established UK faith community. It is structurally similar to the Skilled Worker route but specifically designed for faith organisations and religious leaders. It requires employer sponsorship and leads to Indefinite Leave to Remain after five years of continuous qualifying residence.
The visa is for individuals whose primary role is pastoral — meaning the direct spiritual care, guidance, and ministry to members of their faith community. This includes ordained ministers, priests, imams, rabbis, pastors, missionaries in pastoral duties, and members of religious orders whose work is primarily pastoral in nature. Non-pastoral religious roles — such as teaching, administration, or programme coordination — are covered by the separate Religious Worker Visa under the Temporary Worker route.
These are two distinct routes. The T2 Minister of Religion Visa is for ministers and religious leaders in permanent or long-term mainly pastoral positions — it leads to ILR after five years and allows dependent family members. The Religious Worker Visa (Temporary Worker route) is for non-pastoral religious roles, volunteers, or short-term placements — it does not lead to ILR and has a maximum stay of 24 months. Choosing the wrong route is a common error — the nature of the duties determines which applies.
Unlike the standard Skilled Worker Visa, there is no fixed published salary threshold for the T2 Minister of Religion route. However, the role must be salaried, comply with National Minimum Wage legislation, and the pay must be consistent with what settled workers receive for the same role at the sponsoring organisation. Unpaid roles fall outside this route.
From 8 January 2026, the Minister of Religion Visa requires applicants to demonstrate CEFR Level B2 English proficiency — the same level now required for new Skilled Worker applicants. This can be met by passing an approved Secure English Language Test (SELT) at B2, holding a degree taught in English, or on the basis of nationality. This is a higher requirement than the previous B1 standard.
Yes. The UK faith organisation must hold a valid A-rated Home Office sponsor licence for the T2 Minister of Religion category before assigning any Certificate of Sponsorship. Many smaller faith communities may not have held a sponsor licence before and may need professional assistance with the initial application and ongoing compliance. See our Sponsor Licence Application page for guidance.
Yes. After five continuous years of qualifying residence in the UK on the T2 Minister of Religion Visa, the visa holder may apply for Indefinite Leave to Remain. Following ILR, British citizenship by naturalisation may be available after 12 months.
Yes. Eligible dependants — including a spouse or civil partner and children under 18 — can apply to join or accompany a T2 Minister of Religion Visa holder in the UK, provided the financial and relationship requirements are met. This distinguishes the T2 route from the Religious Worker Visa (Temporary Worker route), under which dependent eligibility is more limited.
